Make Housing More Affordable in Michigan
Owning a home has become increasingly out of reach for many Michigan families. First-time homebuyers, young families, seniors looking to downsize, and workers across the state are all feeling the effects of rising housing costs. While many factors affect housing prices, one thing is clear: Michigan isn't building enough homes to meet demand.
According to the national studies, government regulations, fees, mandates, permitting delays, and other regulatory requirements add approximately one-quarter of the price of a new home, or about $132,000 on the average newly built home. Outdated zoning laws and local regulations make it difficult to build new housing. In many communities, builders face unnecessary restrictions on lot sizes, parking requirements for affordable apartment buildings, setbacks, and housing types. These rules increase construction costs, reduce housing choices, and make it harder for families to find homes they can afford.
The bipartisan Housing Readiness Package would remove many of these unnecessary barriers while preserving local planning authority. Rather than creating new taxpayer-funded housing programs, these bills focus on making it easier to build more homes, increasing supply, and giving communities more housing options.
The package includes:
- HB 5529 & HB 5530: Modernize minimum lot-size requirements to allow more homes to be built.
- HB 5531: Create a more predictable and timely development review process.
- HB 5532: Modernize the protest petition process for zoning decisions.
- HB 5581: Prevent unnecessarily large minimum home-size requirements.
- HB 5582: Reduce excessive parking mandates that increase housing costs.
- HB 5583: Modernize setback requirements to allow more efficient land use.
- HB 5584: Allow duplexes in residential neighborhoods.
- HB 5585: Allow accessory dwelling units (ADUs), such as backyard cottages or garage apartments, on residential lots.
Research consistently shows that increasing the supply of housing is one of the most effective ways to improve affordability. By allowing more homes to be built in more places, Michigan can help lower costs, expand housing choices, and make homeownership more attainable for the next generation.
